Why does leg hair grow after you shave it, but only grow to a certain length in you let it grow?

Leg hair typically gets not much longer than a centimeter (on a female) and does not grow any longer than that. But if you shave your legs, the hair will continue to grow back. How does the hair know when to start and stop growing? Can your body sense when it is not being properly protected?
